Don't TIER scooters have a geofenced area where you must leave them? In which case, they might have ended up fining him for leaving them outside the area marked for leaving them.
Definitely in it

Oh fair enough - I'd thought that the parking areas were drawn a lot tighter than that.
it's their human rite
I really don't understand how drivers can hit this tree stump - it's on the pavement, it's not like it's in the middle of the road.
You have to feel sorry for this poor driver
Only to a degree! He shoud have had the sense to come to Lancashire where all this petty bureaucracy of number plates, VED, MOT etc. has long since been abandoned
I saw that and had mixed opinions about it as TIER aren't the best run business around, but the bloke had no right to move the bikes into his storage container and then try charging them for storage.
I think he should have informed the police/council about TIER fly tipping e-waste instead.
Good to see the person in yellow apologising to the driver for having caused this.
Stump wasn't wearing hi-vis - clad in dark low-contrast bark.
Stump wobbled and suddenly fell in front of the car.
Stump wasn't wearing a helmet ("is this right, counsel?")
Stump unexpectedly appeared where no careful, competent driver would expect it (on pavement)
Driver was distracted by having to avoid a stump on the opposite pavement.
"Exceptional" weather conditions prevented the driver from seeing the stump (dark due to night, overcast, spot of rain)
Sun was in the driver's eyes.
Driver said they had looked several times but "simply failed to see it".
Assuming you're referring to the tractor, I believe there are slightly different requirements for agricultural vehicles with limited use on public roads. Can't say for sure whether this tractor is compliant, but equally not confident it isn't.

No, he's Praising the Lord for saving him from being killed! Fire and Rescue turned up a couple of hours later to knock down the teetering walls, and the council has done a good job of shoring up the remainder. This could all have been much worse- there's a lot of pedestrian traffic coming and going to the river off left, and vehicle traffic parking.
Driver has no recollection of hitting the stump.
OK- let's try Lancashire Audis, then. This is as good as No Plate
Stump was hard to pick out against the copse in the background.
Car aquaplaned and hit the stump.
It was 5 seconds of madness.
Dear Insurer re damage to front bumper
" I drove on the wrong pavement and hit a tree stump that should not have been there ".
Or this
How many licence plates do you need on a tractor?
According to the small print in the regs, you need to have one on both sides at the front of the tractor, as well as at the back of the cab. However, almost all tractors just have a rear one, which suggests that there is something of gap out there between theory and practice.

Far from an expert, but a brief google suggests to me that the article you have linked is wrong - tractors need plates on both sides or on the rear of the vehicle (or rear of trailer, if towing a trailer).
There's an extensive thread here (which actually links to the same FWI article as you): https://forum.cyclinguk.org/viewtopic.php?t=152006
AFAIK the current relevant legistlation is https://www.legislation.gov.uk/uksi/2001/561/regulation/8/made
You'd think the residents would be keen to retain the stump as protection against the 'Sudden Unexplained Car in the Front Room' incident shown on the 'Drivers in Your House' topic- if a Honda driver can do that, just imagine how far through the house a BMW or Audi could get!
Could it be the same as this one, spotted by the Google Maps car in Tideswell in October 2021?
Actual real world storm inbound today.

It looks like the car behind is also missing a numberplate. McLaren needs to look at their numberplate fixings; one falling off is unfortunate, two must be a fault. What else could it be?
Oh I never trust the weather reports on the Bristol Post. They seem to go around every single weather site and weather app available, to find a newsworth 'OMG' weather report that they can - er - 'report' on. Even if it is complete horlicks.
Exact time Brits can expect:
icy arctic blast
Hotter than Spain
snow (in the Cairngorms, but gleefully reported in outlets south of the M4)
Driver sent on course for holding sign to camera, despite not speeding
The motorist held up a sign as he passed a speed camera, and flicked V signs with his fingers

one more lane will fix it
Hereford bypass plan: major update
"Vehicles travelling north to south through the county mostly go through Hereford to cross the river," says the council.
"Creating another road bridge across the river Wye will reduce reliance on Greyfriars Bridge and the A49 through the city, improving journey times and improving resilience of the network."

This is a link to a Look at Life feature: at 6' and 7' it features Markyate and Stilton, both villages with a major road route previously passing through and now newly by-passed. The place goes really quiet - for a little while, anyway. Funny how we're still chasing that idea decades later.

One more paint job will fix it. A shame they aren't importing more ideas from The Netherlands. Still more money being thrown at drivers.
Running Horse Roundabout on A229 Blue Bell Hill, Maidstone, to be turned into ‘turbo roundabout’
this style of road junction is designed to prevent drivers from switching lanes by using colour-coded routes. This means motorists will instead pick their chosen exit before entering the roundabout and follow the correct lane.
The redesign is said to cost Kent County Council around £650,000 and has been put forward in hopes of reducing crashes on the junction as well as improving lane discipline by users.
Existing informal cycling and pedestrian crossing points will be retained (???)

Why motorists on the M20 are getting a taste of the M2 with speed limits and lane closures
Is it just me, or is the M2 one of the nation’s most depressing motorways?
https://www.kentonline.co.uk/news/opinion/is-this-the-worst-motorway-in-...
which got me to imagining that post-car world and a group of enthusiasts saving some unwanted stretch of motorway, that people write books about, and offering family days out in their fleet of preserved Ford Mondeos.
