Iffley Lock Oxford - Footpath or Offroad Trail?

Without commenting on the bulk of the story, can anyone local share whether this is a Footpath or something else?   According to OS seems that the main route is an offroad cycle route?

I'd hate for the rozzers to have prejudgised the outcome of a trial by incorrectly labeling the location of the incident.

Cycling is permitted on that section with the orange dots. The River Thames is managed by the Environment Agency. There are certain sections of the Thames Path national route that are suitable for cycling, this is marked as a suitable section on the national trails map:

OS snapshot of location appears the left bank is an Off Road Cycle trail (Orange dots), whilst the lock crossing is a footpath.
